FROM THE CHAIRMAN’S DESK
The District of Birbhum occupies a prominent place in the country, because of its cultural richness and traditional ethos. Apart from the fact that it happens to be the seat of a number of pilgrimage spots, the District has provided inspiration to Tagore, who had chosen Santiniketan in the District as the production spot of most of his poetical creations. Establishment of Birbhum Institute of Engineering and Technology has added one feather to the cap of the District, which has now assumed the status not only of an agrarian district, but also of a magnificent seat of academics, providing excellent opportunity for undergoing training in diverse branches of Engineering and Technology. Thanks to the dedication of its Director, Dr. Amitabha Das Gupta, sincerity of the members of the Faculty and devotion of the supporting staff, the Institution is emerging as a strong center of excellence, imparting instructions in diverse branches of Engineering and Technological studies. As a matter of fact, the performance of its first batch of students has been splendid, top positions in two disciplines, testifying thus, to the brilliant standard of teaching-learning process. I am sure, institutions and industry houses will be benefited immensely by the graduates of this College, each of whom will prove themselves an asset to any concern which he or she may happen to join in future. FROM THE ADVISER'S DESK
Birbhum Institute of engineering and Technology is the First Engineering College in the District of Birbhum. The District is situated on the Western part of West Bengal with Jharkhand State as one of its borders. A large number of religious places in the District attract pilgrims from India and abroad. Birbhum has become famous in the field of literature and arts particularly due to the presence of Visva Bharati University. The famous writer Shri Tarasankar Bandyopadhyay was born in this District. Following long tradition, Joydeb Mela is held every year by the side of the river Ajoy, which in the southern boundary of the District, has witnessed the joys and sorrows of its inhabitants. Mayuraskhi River, cuts through the middle of the district. The laterite soil has rock at a shallow depth and the farmers have to depend on surface water, the supply of which, except in the canal irrigation zone, is very irregular. Unlike its neighboring Burdwan district, industries are limited. A majority of the people in the District do not have easy livelihood. With this back ground a few socially dedicated people and educationists, Shri Somnath Chatterhjee, M.P.(Now Speaker of Parliament) Prof. Ramaranjan Mukherji, former Vice-chancellor of two West Bengal Universities and former Chancellor, Tirupati University, Shri Pranab Mukherjee, M.P. (Honourable Minister for External Affairs, Government of India) Shri Braja Mukherjee, M.L.A. and former Sabhadhipati, Birbhum Zilla Parishad, Dr. Ramchandra Dome, M.P., Sk. Islam, Karmadashkya, Birbhum Zilla Parishad and other distinguished persons came forward to establish the first engineering college in the District. A society in the name of “Indian Centre for Advancement of Research and Education, Birbhum” or abbreviated as ICARE, BIRBHUM was registered under the societies registration act in 1998. Approval from the All India Council for Technical Education was received in 1999. The Institution started functioning from the year 1999 with loan from Birbhum Zilla Parishad and Power Development Corporation and donations from the people. The Institution is of the people, by the people and for the people. The institution is dedicated for the benefit of the society. The Society entrusted the administration of Birbhum Institute of Engineering & Technology to a 21 member Board of Governor constituted as per the norms of A.I.C.T.E. with Prof. Ramaranjan Mukherji as its Chairperson. I was given the responsibility to develop the Institution as its first Director on 16.8.99. 161 students were admitted in the year 1999. The Institution has at present the following branches of Engineering with intake capacities shown against each. 1) Computer Science & Engineering (1999) 60 *** 2) Electronics and Communication Engineering (1999). 60 3) Electrical Engineering (1999) 60 4) Mechanical Engineering (2000) 60 5) Information Technology (2001) 60 6) Civil Engineering (2006) 60 ***An application for an additional intake of 60 seats is under process. The year of commencement of each branch is shown in the parenthesis. At present the total student strength is 1400. Because of its non profit character, the Government of West Bengal has come forward to help the Institution with grants. So far Rs. 78.00 lakhs have been obtained as Grant-in-aid from the Government. In the initial stages the State Government permitted the use of the I.T.I. campus, Suri and the Workshop and Laboratories of the SRSV, Suri Polytechnic. A land measuring about 10 acres was given on lease to the Institute. In addition to this the Institution has so far purchased 20 acres of land, so that the present campus area has become 30 acres. Consulting Engineering Services, India Ltd. was appointed as the consultant for the Institution and a Master Plan was drawn up covering 50 acres of land. Since students from all over India are admitted to the Institution, the provision of Hostel Facilities was given the topmost priority. The total capacity provided so far is 800 seats for boys and 200 seats for girls. The Academic and the Administrative blocks, so far constructed over the own land of the Society, have a covered area of more than 17,000 square meters. The construction work is proceeding further with the aim of giving the Institution, the status of a Central University / I.I.T. The foundation stone for the main academic block was laid on 9th December, 2000 by his Excellency the Governor of West Bengal. Block No. III, the present seat for Administrative and Academic work, was inaugurated by Hon’ble Minister for higher education, Shri Satya Sadhan Chakraborty.. The block has specious class rooms and laboratories. The first batch of students from this Institution has come out with glorious success. There are two University Top Positions in Computer Science & Engineering and Electronics & Communication Engineering. 150 students out 152 students have secured First class, from the University of Burdwan to which the Institution was initially affiliated. The 2nd batch also had glorious results from the University of Burdwan with all First Class and university topper in Mechanical Engineering. From the year 2001, the Institution so far four batches of students have come out from this excellent results. Due to the services rendered by young and dedicated staff the Institution is proceeding very fast towards its goal to make it a centre of excellence for Technical Education. There are plans for the introduction of Post Graduate Courses. The dream of the Institution is to produce a band of young Engineers, who will prove themselves real Human Resources, and while burning in the glow of scientific insight, will be able to experience justified pride in the rich cultural heritage of the Nation.

INDIAN CENTRE FOR ADVANCEMENT OF RESEARCH AND EDUCATION, BIRBHUM
On 27th August, 1998, the above Society was Registered with registration No.S/91361 of 1998-1999 under West Bengal Act XXVI of 1961. Shri Somnath Chatterjee, M.P. (At present the Speaker of the Parliament) is the President of this Society. The following are members of the Society:
CONSTITUTION OF GOVERNING BODY
The Society has, inter alia, the following objectives.
I. To set up, establish, run and maintain different Research and Educational Institutions such as College, Institute, Research Centre, Schools Laboratories etc. To provide suitable education training, research etc. for advancement of knowledge and promotion of research. II. To provide for Institution and teaching of high standard leading to Bachelors Masters, Doctoral and Post-Doctoral Degrees in Engineering, Science, Technology, Architecture, Medical Science, Agriculture, Management, Social Welfare, Pharmacy, Hotel Management, Catering and Nutrition, Printing, Textile, Technology etc. And in such other Branches of learnings a as it may deem fit provided for conducting such course of studies on approval of the State Government/Central Government or any other Authority is obtained in due course. III. To provide for research and development activities and advancement of knowledge in areas of learning mentioned above. IV. To get Affiliation from UGC / AICTE / Indian Medical Council or from overseas Universities for the courses conducted by the Centre on conditions which the Council shall deem appropriate. V. To provide facilities for healthy interaction with the Industry and with other Universities including overseas Universities, Educational Institutions and Scientific and Engineering Profession in General. VI. To provide for integrated training of teachers, supporting staff and professional personnel. VII. To publish such works done in the different educational institutions of the Centre which have contributed substantially to the advancement of knowledge in areas of teaching mentioned in Para 2(II). VIII. To formulate and administer course of study and research and to provide instruction in areas which the Centre shall deem appropriate for the advancement of learning and dissemination of knowledge. IX. To provide facilities for organizing seminars and conference in different fields of learning and to depute faculty members for participating in Seminars and Conference at National & International Levels. X. To formulate necessary guidelines and to take necessary steps for up gradation of the Centre as deemed University. XI. To confer certificate upon persons who satisfactorily completed the approved courses of study and/or Research as may prescribe by the Centre. XII. To Institute Fellowships, Scholarships and to award Honours Prizes Medals etc. XIII. To undertake consultancy/collaborative works, involving application of recent developments in knowledge. XIV. To innovate new methods of assessment for the award of certificate without diluting the academic norms prescribed by UGC/Indian Medical Centre/All India Centre for Technical Education etc. from time to time. XV. To take over and acquire by purchase, gift or otherwise, from the Government of Indian/State Government or any other public bodies or Private individuals moveable and immovable properties or other funds together with any attendant obligations and engagements not inconsistent with the objects of the Centre. XVI. To accept Sponsorship, donation, Grant-in-aid etc. from any persons, organizations, Government, autonomous bodies etc. for furtherance of the objects of the Centre and to reserve seat for such contribution in different organizations educational of the Centre. XVII. To make add vary and amend rules and bye-laws for the conduct of the affairs of the Centre. XVIII. To undertake such other activities as may be necessary to further the objectives of the Centre.
The income and properties of the society whatsoever derived or obtained shall be applied solely towards the promotion of the object of the society and no portion thereof shall be paid to or divided amongst any of its members by way of profits.
